What the Narc’s were claiming
1939 - In the city of Los Angeles, during 1939, two itinerant negroes were arrested as they called for a package containing Marihuana, which had been shipped into the State by express.   They admitted they had traveled as itinerants to Kansas City, Missouri: there cut and processed the Marihuana and shipped it to Los Angeles, where they expected to receive it and sell it.   --- Calif Dept. STEPHEN SHEPPARD; - AN ITINERANT NEGRO
His name was Stephen Sheppard and while we can’t be certain, there is a strong chance that he was one of the two “Itinerant Negro’s” being referred to in this case.   As per the Los Angeles Times:

Stephen Sheppard
  Negro, yesterday was indicted by the Federal Grand Jury on a charge of bringing $15 worth of marihuana into California from Missouri.   Pending his arraignment Monday the grand jury recommended he be held in the County Jail in Lieu of $2500 bail.

And while this official prison records lists “Robbery” as the official excuse for his incarceration. NOTE THAT:
  •   This is a Marihuana Case (as per the Gore file)
  •   Mr. Sheppard is a Negro (as per the Gore file)
  •   That Mr. Sheppard was caught shipping the Marihuana in from Missouri (as per the Gore file)
  •   That the arrest took place in Los Angeles county (as per the Gore file)
  •   That the arrest/prison time sequence seems about right
  •   That his occupation was that of a Laborer (meaning Itinerant)
All of which strongly indicate that Mr. Sheppard was in one way or another connected to the case.   However, this level of evidence is still not enough to establish a 100% percent certainty, which is why we must still label it as an Unsolved Gore File Case.
