DEFINITION OF CANNABIS:
To prevent confusion, for the purposes of this petition, the Federal Governments own definition of Medical Cannabis (Medical Marihuana) will be used:
"The drug cannabis or Indian hemp (Cannabis sativa), consists of the dried flowering tops of the female plant."
Definition taken from Farmers' Bulletin (US Department of Agriculture) No. 663 "Drug Plants Under Cultivation" pp 19 - [June 5, 1915].   Further note that, to prevent confusion, NO distinction is made between Cannabis Indica, or Cannabis Americana, or Home Grown Cannabis.   For the purpose of this petition, they are all considered as being one in the same... plant.   Also (again for purposes of this petition) we will treat ALL of the following forms of Bulk Cannabis, as being 'One-and-the-Same' [generic] product.
  • Cannabis (Solid):   The compressed flowering tops of the hemp plant
  • Cannabis (Bulk):   The flowering tops of the hemp plant
  • Cannabis (Powdered):   Made from the flowering tops of the hemp plant
  • Cannabis (Granulated):   Made from the flowering tops of the hemp plant
Note that in ALL this cases, we are dealing ONLY with a different physical manifestations of the same thing.

In addition the petitioners would like to further limit the definition to ONLY those samples of Cannabis that meet U.S.P. strength standards employed on June 25, 1938 as tested and established using modern-day technology.
