It happened in Washington DC

IT CAN’T HAPPEN HERE:
It simply couldn’t happen here, NOT IN AMERICA ; --- BUT IT DID.
By an Act of Congress, -- Our Federal Government, knowingly and willingly, passed a law that in effect, PROHIBITED the use of ALL governmental funds from being used to count the results of a freely held election which was conducted within the District of Colombia. Thus in effect, null and voiding the election results. This was ALL done over the issue of Medical Cannabis ; the (shorten) facts as we see them are as follows:
- The citizens of our nations capital (known as the District of Colombia or Washington DC), began circulating an Initiative Petition – legalizing doctor recommended Cannabis.
- After a couple of tries they were able to obtain the required number of signatures and the Initiative Petition was placed on the ballot before the voters.
- The election exit polls showed that the voters overwhelmingly voted “Yes” on ballot “Initiative 59” to legalize Medical Cannabis.
- July 29, 1999 - Appropriations Bill (H.R.2587) is passes House of Representatives (part of contains what is now known as the Bob Barr amendment) which in effect prohibits "the use of any funding to legalize or reduce the penalty for the possession, use, or distribution of any schedule-I substance under the Controlled Substances Act." --- In effect preventing any funds from being used to COUNT THE VOTE. Thus in effect null and voiding the election results.
- Pro-Cannabis groups take the matter before the courts.
- The judicial court rules in favor of the pro-Cannabis groups and the vote count is finally allowed to take place.
- As predicted, ballot Proposition 59 won easily by 69 percent of the vote and Medical Cannabis is now legal in the city. But the narc’s vow to continue the harassment at the Federal level.
- Congressperson Bob Barr (true to his word), attaches another Amendment to the 2000 Omnibus spending bill --- this time overturning Ballot Initiative #59 outright. In ADDITION the amendment also prohibited future laws (even those passed by the voters) that would "decrease the penalties for marijuana or other Schedule-I drugs" in Washington, D.C. area.
- Once more pro Medical Cannabis groups take the matter before the courts, and once again the law was struck down as being unconstitutional and a restriction on free speech.
- Congressperson Bob Barr (aka the federal government), appeals this court decision to a higher court and this time wins in court. The Barr Amendment is reinstated. ---- The election results are null and voided and Joseph Stalin would do proud.
A HAPPY ENDING:
In what might be seen as one of the few (very few) good things coming out of the first years of the Obama era. In 2009, both the United States Senate and House of Representatives voted to lift the ban against a medical marijuana initiative, effectively overturning the Barr Amendment. Thus physician recommended Medical Cannabis is now (at least in terms of local laws), legal in the District of Washington DC.
WARNING: For historians reading this many years in the future; note that the term “OBAMA ERA” was used above. It was the congress itself, NOT President Obama that put an end to the Barr amendment. At the time of this writing we are only 9 months away from the next presidential election, and one thing is for sure, IT WILL BE A COLD DAY IN HELL before any of us will ever vote for this liar EVER.
